Description: The NIGC Commission published a final rule updating the Key Employee and Primary Management Official definitions; adding new definitions for Gaming Enterprise and Tribal Gaming Regulatory Authority (TGRA); amending when rights to revocation hearings vest; and augmenting revocation notification and submission requirements.

During this session, Agency leadership will discuss the changes and how tribes may alter licensing of Key Employees and Primary Management Officials as well as choose to license TGRA personnel; other employees of the gaming enterprise; and other employed management officials of the gaming enterprise. Additionally, Agency leadership will address the new Gaming Enterprise and TGRA definitions; the incorporation of tribal law for purposes of vesting revocation hearing rights; and the new notice and submission requirements for license revocation decisions.

The Commission greatly appreciates tribal participation in the consultations for this rule and the comments received in response to the consultation proposal, proposed rulemaking, and revised proposed rulemaking.  These regulatory changes reflect a strong government-to-government relationship, a thorough regulatory process, and direct influence and input from Tribal governments.

Intended Audience: Tribal Gaming Commissions, TGRA (licensing staff), and Casino Operations.
